To put it simply, cold water carbonates better than room temperature. This is due to the solubility of gasses decreasing with increasing temperature. Cold water will take up more CO2 and less will be escaping to the air.
Can I keep room temp water in the tank?. Yes, but note that cold water carbonates better and its recommended to add ice before carbonating or to keep the tank in the fridge.
Make sure the security cap is removed. The bottle needs to be screwed in at a slight angle and clockwise. The bottle will pivot in automatically as you screw. To remove the bottle, pivot he co2 bottle out of the housing and screw counterclockwise.
